WATER AND ITS MANY ISSUES.
METHODS AND CROSS-CUTTING ANALYSIS (WP4, 3/3)

In Cambodia, Thailand and Vietnam

The first goal of the Annual ASEAN Water Platform (AWP) is to build capacity in research into water natural resource management (WNRM) within the partner countries’ institutions, by means of gathering researchers from different backgrounds for multidisciplinary methodological approaches related to the analysis of WNRM sector.

The second objective is to disseminate knowledge on WNRM and enhance collaboration between the participants. The platform must be able to increase the research collaboration between participants and to set the basis future long-term partnership between the representatives of different institutions in EU and in ASEAN. Then, the institutions partners must be able to set up and run projects on a bigger international scale.

In order to achieve those goals, AWP relies on the following working principles:

  • Transfer of methodological tools;
  • Multidisciplinary approaches (social sciences, sciences);
  • Good balance between theories and practical work;
  • Interactivity among participants;
  • Disseminate knowledge;
  • Build a collaborative network (academic and non-academic);Intercultural exchanges.

The training will gather more than 100 participants from different countries and backgrounds. AWP is the only training within Wanasea project that is open to participants from outside the consortium, mainly from Vietnam, Laos and Myanmar, thanks to co-funding sources from AUF, IRD, AFD and University of Nantes.

The AWP was initially planned to be held in Chiang Mai University in July 2020 and therefore, the project team had worked together in February 2020 in Chiang Mai discussing logistic and academic issues. Details are available in the Meeting Minutes below (available for download). However, due to the Covid 19 restrictions, it will be organised in parallel in three member countries: Cambodia (Phnom Penh), Thailand (Chiang Mai) and Vietnam (Can Tho) from 22nd Feb – 6th Mar 2021.

This year, participants will also have a chance to attend the Innovative Research Competition. The Grant award for the winner of each country is 1.000 EUR. The Term of Reference and Application of this competition is available for download too.

Context

Improvement to the quality of teaching and research in Water and Natural Resources Management (WNRM) cannot be ensured without a) a high commitment of HEIs in the partner countries, b) a high quality of trainers selected from the program countries, c) the ability to provide support (financial and supervision) of young researchers, and d) a balance/good fit between the academic skills taught and the skills needed by the wider economic and social environment.

This is the reason why WANASEA (Water and Natural resources in South-East Asia) project includes, as part of its activities, 5 training sessions in its 3 years of implementation. While the first and second sessions were centered on “Genesis of research: science, knowledge and society” and “Project design: writing a scientific proposal”, the third one focused on “Implementing research: methodological and management challenges”. This fourth one focuses on “Producing knowledge: writing a research paper”. It is co-organized by the Center for Research and Expertise on Education and Development (CREED, France) and the Thammasat Business School, Thammasat University (Bangkok, Thailand).

A clear holistic approach is taken since WNRM issues are clearly connected to their societal environment. In addition, an inclusive approach that combines learning about both the scientific and professional aspects of research and teaching activities makes WANASEA’s training sessions unique.

Objectives

The main objective of this fourth training session is to focus on how to transform results of research into transferable knowledge within the scientific community. We will work on specific methods and tools supporting the writing of a scientific article, the constitution of relevant bibliography (Zotero), identification of journals and development of writing skills (articulation of ideas, English language tricks, etc.).

Target groups

Academic staff, who are implementing, or have implemented a research project related to WNRM, are targeted for training. All trainees must be currently involved in the process of writing a research paper. Considering the nature of the topic and the limits of the supervision, the maximum number of trainees will be of 18 people.

Criteria of selection

Trainees should be young professionals (under 40), who can communicate well in the English language (including in writing) and who demonstrate a strong interest for developing research and teaching innovation. We encourage WANASEA’s partners to carefully select the trainees in order to meet the above mentioned objectives. Trainees must come with a proven experience of research writing. It is a condition to be selected.

Producing knowledge: writing a research paper

In this session, we will focus on different elements that should be addressed while writing a research paper. This session will help the trainees to start, move on or conclude their research paper. It should also serve as a basis for its institution to set up some administrative support for researchers.

Methodology

The learning process is founded upon concrete and tangible activities related to trainees’ concerns. Scientific writing methods and exercises will be based on research results of the trainees themselves, resulting in clear improvement of the scientific publications of the participants. For this reason, substantial (but reasonable) preparatory work will be asked to the trainees.

Because of the restrictions related to the COVID-19 crisis, this training session is organized entirely online. It will use a teaching methodology based on three phases:

Phase 1 (14-18 September): daily 120 min webinars combined with homework to be sent to trainers. Our objective being to address in priority the needs of the participants, the topics of  the webinars will adjust once the trainees are identified and according to the priority expressed by trainees during the pre-class activities. Consequently, the subjects mentioned hereunder might change.

  • Webinar 1: Introduction and presentation of the e-training session methodology; identification of the right journal; how to read and critique a scientific paper.
  • Webinar 2: The research question; presentation of the hypothesis.
  • Webinar 3: Description of the methodology and experimental activities; analysis of data.
  • Webinar 4: Intellectual property and plagiarism; discussion of the data in a wider scientific context; conclusions.
  • Webinar 5: Abstract; bibliography; conclusions of phase 1 and presentation of phase 2 and expected outputs.

Phase 2 (21 September to 9 October): personal work on trainee’s articles with regular interactions with trainers

Phase 3 (12 – 16 October): daily 90 min webinars. – Webinars 1-4: reading and critique, by trainees supported by trainers, of articles written by trainees during phase 2 (2 articles per webinar) – Webinar 5: Conclusions of the e-training session, wrap-up, and presentation of next Wanasea training session.

For this training session, 6 trainers will be mobilized. We expect a high level commitment of the trainers and trainees attending seminars and transparency of the selection process.

  • 2 September: Wanasea’s members send to CREED up to 5 applications
  • 9 September: selection of the trainees and beginning of the pre-class activities.

More specifically, the goals are to strengthen the capacities of young researchers to implement multidisciplinary research activities and to improve the capacities of their institution to support the implementation of a project.

Target groups

Both academic and administrative staff, who have implemented a research project in recent years or are currently involved in the implementation of a research project related to WNRW, are targeted for training.

Criteria of selection

Trainees should be young professionals (under 40), who can communicate well in the English language and who demonstrate a strong interest for developing research and teaching innovation.

Their profiles should be complementary enough so that as a whole, they will constitute a team of researchers and staff who are able to boost research activities and quality of teaching. We encourage WANASEA’s partners to carefully select the trainees in order to meet the above mentioned objectives. Trainees must come with a proven experience of project implementation. It is a condition to be selected.

Topic: Implementing research: methodological and management challenges

In this session, we will focus on different elements found in the implementation of a research project, which are not directly linked to scientific disciplines. Indeed, whatever the topic and/or the disciplines of a project, some questions or issues related to the research process in general, are shared.

Our objective being to address in priority the needs of the participants, the topics of this session will be precisely defined once the trainees are identified. Nevertheless, the session will deal with subjects such as:

  • State of the art / search of secondary data
  • Data collection (quanti/quali)
  • Management of financial resources
  • Management of human resources
  • Ethics
  • Intellectual property
  • Reference management tools
  • Monitoring of activities
  • Reporting
  • Contract management

This session will help to develop the core skill of a scientist and to identify the conditions for its institution to set up some administrative support for researchers.

Methodology

This training session will use a teaching methodology inspired by the reverse classroom method. It means that very few lectures will be given. The knowledge shared will be found through the experience of the trainees and also through collective thinking and brainstorming.

  • Pre-course: pre-assessment will be sent to participants to determine their existing knowledge, skills and interests. Reading material will be sent accordingly.
  • As an introduction, a webinar will be organized about one week before the session, being the opportunity to hear from experienced researchers about the challenges faced through the implementation of a project.
  • The training session will last 5 days and is designed to train approximately 20 people.
  • The learning process is founded upon concrete and tangible activities related to trainees’ concerns. Methods, techniques and exercises will be based on ideas, case studies, programs and/or projects developed by the trainees themselves, resulting in clear improvement of the latter. For this reason, substantial (but reasonable) preparatory work will be asked to the trainees, 2 to 3 weeks before the training.
  • For the training session, 2 or 3 trainers will be mobilized. We expect a high level commitment of the trainers and trainees attending seminars and transparency of the selection process.

Context

Improvement to the quality of teaching and research in Water and Natural Resources Management (WNRM) cannot be ensured without a) a high commitment of Higher Education Institutions (HEI) in the partner countries, b) a high quality of trainers selected from the program countries, c) the ability to provide support (financial and supervision) of young researchers, and d) a balance/good fit between the academic skills taught and the skills needed by the wider economic and social environment.

In order to strengthen these elements among WANASEA’s partners at international level, a Study Tour in Europe has been planned, included in the WP3.

Objectives

The main objective of this Study Tour is to bring international exposure, visibility and experience to WANASEA’s partners. Indeed, if water and natural resources management is a global challenge, the contribution of higher education institutions to all related issues should also be global – knowledge has no boarders. Moreover, research activities and modern teaching related to water and natural resources management can’t be relevant without international input. Consequently, it is essential, for higher education institutions, to be part and to contribute to international networks.

More specifically, the objectives of the Study Tour are consistent with the answers of WANASEA’s partners to our internal survey concerning their expectations:

  • Learn about international cooperation opportunities and meet representatives of potential partner institutions;
  • Learn of the newest and upcoming scientific methods and approaches related to WNRM through a variety of academic visits;
  • Learn about European HEIs in general;
  • Meet representatives who are active in the area of WNRM from academy to business and, by doing so, learn and explore their work;
  • Discuss to enhance training programs (tools) and to develop research topics.

Profile of participants

High level academic and administrative staff are targeted by this Study Tour. The participants should be able to present, in an international context, a case study about water and natural resources management issues and/or about higher education and research systems in their country. They must therefore master the English language. Moreover, they should have a good knowledge of the challenges faced by higher education institutions and the capacity to use the experience and skills acquired during this Study Tour at the benefit of their home institution.

Criteria of selection

Participants will be designated by WANASEA’s partners focal points according to the expected profile. A Skype interview will be organized with the coordination of WANASEA and the focal point of WP3 (CREED) in order to check their proficiency in English and capacity to interact at international level.

Activities

In order to reach the objectives of the Study Tour, different activities are planned, around Global Development Network’s international conference happening in Bonn (Germany) focused on the topic “Knowledge for Sustainable Development: the Research-Policy Nexus”.

  • Institutional visits to WANASEA’s partners and to other institutions.
  • Collective training and preparation to the conference.
  • Participation to GDN’s International Conference: each participant will present a case study in WANASEA’s dedicated session or in the side event with donors.
  • Capacity building workshop on teaching innovation
  • Meeting with researchers and representatives of donors

Wanasea’s session at GDN’s conference: Water and Natural Resources Management in South-East Asia

This session will present case studies related to how the knowledge produced by the Academy can/could/don’t influence decision makers in the area of water and natural resources management in South-East Asia, precisely in Cambodia, Thailand and Vietnam. Researchers from institutions involved in the Erasmus+ project Wanasea (wanasea.eu) will share their experience, fostering discussions about the complex relationship between the academic sector, and producers of knowledge in general, and public and private decision makers. We wish, in particular, to advance the understanding of how to promote scientific knowledge and rationality in the definition of public policies and collective practices.

This year, NUM will hold a Summer School of two Erasmus+ Capacity-building projects coordinated by University of Nantes, named DOCKSIDE and WANASEA, with the participation of more than 100 Asian young researchers and Europeans visiting scholars. In addition, a number of places will be given to candidates outside WANASEA consortium, mainly from Vietnam, Laos and Myanmar, thanks to co-fundings from AUF, IRD and University of Nantes.

In order to achieve those goals, AWP relies on the following working principles:

Articulation of ideas and description of essential steps of a scientific project will be taught, as well as concrete and practical tools to identify and answer to a call for proposal.

Trainees should be young professionals (under 40), who can communicate well in the English language and who demonstrate a strong interest for developing research and teaching innovation. Their profiles should be complementary enough so that as a whole, they will constitute a team of researchers and staff who are able to boost research activities and quality of teaching. We encourage WANASEA’s partners to carefully select the trainees in order to meet the above mentioned objectives.

Topic: Project design: writing a scientific proposal

This second training session aims to develop the writing skills of Wanasea’s participants and to identify the conditions for an HEI to set up some administrative support for researchers to be able to implement their project. In this session, we will focus on a major step in a research project: its formulation and design. The subject will be addressed through a very practical and concrete approach, based on the use of examples of calls for proposal, accessible by trainees.

The following questions will be addressed:

  • How to identify the right call for proposal for your project;
  • How to compare funding program; how to choose the more suitable one for your objectives;
  • How to make sure that your project is relevant and consistent with the call; how to read a call and understand the prerequisites;
  • The different stages of the project design;
  • How to organize your work in order to succeed;
  • How an institution can support its researchers.

The session will teach trainees to write a research proposal based on their scientific question. They will learn how to compel to the rules of funding agencies by designing a well-structured proposal, consistent with the scientific basis of their project. Concrete and practical tools will be used in order to make sure that trainees will be able to use what they’ve been taught in their professional activities. The course material is well suited for anyone interested in moving forward from their initial scientific question to the implementation of their project.

Methodology

  • Pre-course: pre-assessment will be sent to participants to determine their existing knowledge, skills and interests; articles will be sent, that must be read in preparation.
  • The training session will last 4 to 5 days and is designed to train approximately 20 people.
  • The learning process is founded upon concrete and tangible activities related to trainees’ concerns. Methods, techniques and exercises will be based on ideas, case studies, programs and/or projects developed by the trainees themselves, resulting in clear improvement of the latter. For this reason, substantial (but reasonable) preparatory work will be asked to the trainees, 2 to 3 weeks before the training.
  • For the training session, 4 or 5 trainers will be mobilized into dynamic working groups. We expect a high level commitment of the trainers and trainees attending seminars and transparency of the selection process.

Improvement to the quality of teaching and research in Water and Natural Resources Management
(WNRM) cannot be ensured without a) a high commitment of HEIs in the partner countries, b) a high
quality of trainers selected from the program countries, c) the ability to provide support (financial and
supervision) of young researches, and d) a balance/good fit between the academic skills taught and
the skills needed by the wider economic and social environment.

This is the reason why the WANASEA (Water and Natural resources in South-East Asia) project includes,
as part of its activities, 5 training sessions in its 3 years of implementation. The first one focuses on the
theme: Genesis of research: science, knowledge and society. It is co-organized by the Center for
Research and Expertise on Education and Development (CREED, France) and the Royal University of
Law and Economics (RULE, Cambodia).

Objective
The main objective of this initial training session is to improve the quality of teaching and research in
the field of WNRM among WANASEA’s Higher Education Institutions (HEIs). More specifically, the goals
are to strengthen the capacities of stakeholders to implement multidisciplinary research activities and
to foster cooperation between researchers and staff. The quality of teaching will be improved through
the production of relevant knowledge and by deepening teachers’ expertise.

Target groups
Both academic and administrative staff, who are or plan to be involved in scientific activities related
to WNRW, are targeted for training. A clear holistic approach is taken since WNRM issues are clearly
connected to their societal environment. In addition, an inclusive approach that combines learning
about both the scientific and professional aspects of research and teaching activities makes
WANASEA’s training sessions unique. Moreover, the training sessions are designed to address HEI’s
needs and promote collaboration and institutional commitments among its staff.

Criteria of selection

Topics
WANASEA’s consortium identified 5 shared areas where improvement of skills and abilities would be beneficial for all institutions: research methodology, project proposal writing, data collection and analysis skills, teaching skills and dissemination. Based on these focal points, and taking into account the inclusive and institutional approach promoted by WANASEA, the themes of the 5 training sessions are defined as follows:

I Genesis of research: science, knowledge and society
In this session, we will focus on the very first steps of the implementation of a research project. We will work on basic concepts of research for development, know more about how to choose, or design, the right research methodology and also learn how the professional sector or research works (governance, institutions, funding, etc.).

II Project design: writing a scientific proposal
In this session, we work on the design of a project. Here again, focusing on the two complementary sides of the project design: its scientific side and its administrative side. Articulation of ideas and description of essential steps of a scientific project will be taught, as well as concrete and practical tools to identify and answer to a call for proposal.

III Implementing research: data collection, analysis and management of resources
In this session, the challenges of effective implementation of a research project will be addressed. Following the principle of combining scientific and administrative sides of research, we will learn how to manage human and financial resources in order to facilitate and enhance collection and analysis of data (R, SAS, or other statistical software, GIS…).

IV Producing knowledge: writing a research paper
In this session, the main focus will be on how to transform results of research into transferable knowledge within the scientific community. We will work on specific methods and tools supporting the elaboration of a state-of-the-art, the constitution of relevant bibliography (Zotero), identification of journals and development of writing skills (articulation of ideas, English language tricks…)

V Dissemination of knowledge: teaching and communication skills
In this session, we complete this first WANASEA’s cycle of capacity building workshops with the final step of the research project, centered on how to transfer and share the knowledge produced. Teaching skills (pedagogy and TICE) and communication skills will be taught to the participants, differentiating tools and methods depending on the audience (students, peers, decision makers…).

The goal of the annual ASEAN Water Platform (AWP) is to build capacity in research on water natural resource management (WNRM) within the partner countries’ institutions. The Graduate Academy of Social Sciences, Can Tho University and Agence Universitaire de la Francophonie (AUF) have already organized similar event, “Tam Dao Days in Social Sciences” – https://www.tamdaoconf.com/en/presentation/.

The purpose of AWP is to gather together researchers with different backgrounds in order to have an exchange of multidisciplinary methodological approaches related to the analysis of WNRM sector. Therefore, facilitators specialized in various fields will be carefully selected. A second objective is to disseminate knowledge on WNRM and enhance collaboration between the participants.

The purpose is to support different groups of researchers specialized in different disciplines in order to accomplish a common goal that they have set themselves. Our aim is to increase the research collaboration between participants and to set the basis future long term partnership between the representatives of different institution in EU and in ASEAN. The AWP will strengthen the multidisciplinary research and make the institutions involved in the project more internationalized.

For each AWP, 72 Asian young researchers and 5 Europeans visiting scholars will be selected on the basis of transparent rules and clear criteria.

Thanks to additional funding from AUF and the French National Research Institute for Sustainable Development (IRD), some fifteen candidates outside WANASEA consortium will be selected, notably in Laos and Myanmar.

Overview:
In order to identify the needs of institutions in training courses on WNRM in 3 partner countries (Vietnam, Cambodia and Thailand), RMIT Vietnam sent out a survey to collect information to 8
institutions, including:
– Institute of Technology of Cambodia ‐ ITC (Cambodia)
– Royal University of Law and Economics (RULE) (Cambodia)
– National University of Management (NUM) (Cambodia)
– Chiang Mai University (The Regional Center for Social Science and Sustainable Development (RCSD)) (Thailand)
– Thammasat University (Thailand)
– University of Can Tho (Vietnam)
– Vietnam Maritime University (Vietnam)
– Graduate Academy of Social Sciences (Vietnam)

The survey included questions about current courses/degrees being offered at each institution, their future plan for new courses/degrees, their needs for any training that the project can provide with, their current staff with PhD degree and their expertise, and the institution’s network in the field of WNRM. After receiving the responses from all institutions, RMIT Vietnam conducted a preliminary analysis to learn more about their current direction, to identify their future need within the scope of the project based on their answer to the survey. Most institutions successfully pinpointed necessary courses and training workshops related to WNRM and some general workshops on research methodology, or teaching and learning practice with the expectation to learn more from other institution’s experience and to exchange knowledge with each other.
